Meeting Initiation
Meeting was called to order at 7:40 pm by David DePree.
Meeting discussion:
1. Jim Goldsmith
v Committee discussed the sudden death of former Chairperson Jim Goldsmith and look for an opportunity to memorialize him.
2. RFP Bidder Conference
v Liebman distributed advertising plan (see below).
v Liebman distributed a list of the 15 potential bidders interested in the RFP and stated that there may be others who have downloaded the RFP from the website or received it from other sources, but who have not yet registered with us. We will have a better idea by who attends the Pre-Proposal meeting this week.
v RFP Pre-Proposal meeting will begin at 10am on 7/20 in the Selectmen’s office. Attorney Paul Fitzgerald, Ben Puritz and/or Peter O’Cain will be present. Meeting will consist of introduction, written questions narrowly answered at the meeting with broader answers supplied in written form later. All questions and answers at the meeting and stemming from the meeting will be sent in written form to all registered bidders, regardless of whether they attended the meeting. DePree to ask O’Cain to be official response person. Tour will be conducted only to bidders and only to those who sign a liability release.
v The newly named members of the RFP selection committee (Ed Hershfield and Phil Kopel) were invited to tonight’s meeting (both were unable to attend) and the RFP Pre-Proposal meeting (both plan on attending). There seems to be some confusion about the 3rd new person to be on the committee. Eric Hooper and Peter O’Cain are non-voting committee members.
3. Structure of WSRC Selection Committee
v Committee members want original committee to remain intact after selection process; we currently have three openings, which can be filled with those with different experiences. It was suggested that we ask Ed Hershfield and Phil Kopel to stay on the committee. DePree to speak to Selectmen regarding committee makeup.
v DePree/Tran to speak to Leldon Langley to perhaps be a new member to the committee.
v DePree to speak with Joe Roach regarding putting a roof on the building if a bidder is in hand.
4. Meeting Minutes
v Tran/Liebman motioned and seconded the approval of both the 6/5 and 6/12 meeting minutes. Voted unanimously to approve.
5. Other Business
v Tran initiated raised concerns regarding the $10,000 minimum bid requested within the RFP and whether it was to low. Liebman stated the amount was low because taxpayers couldn’t afford to develop and the property has been unused and bringing no revenue to the town for over 25 years. She also pointed out that early committee discussion recognized that the Developer would be laying out money and dealing with the different zoning restrictions on the land and the committee wanted to make the property more attractive to the Developer. DePree asked if the building should be appraised; Levin/Kahn recommended waiting. Levin stated we can negotiate a higher lease price if, for example, there are three viable RFP bids. DePree stated the actual contract signing cannot occur until after the November Town Meeting.
Future Meetings
Tentatively scheduled for July 24th depending on outcome of Pre-Proposal meeting on 7/20.

Kahn/Gordon moved to adjourn meeting at 9:15 pm; passed unanimously.
